Second Key Fob

I need a second key for a 1998 LC 100. Is that a take to dealer thing and get rapped or are they programable?

Ebay, $6 chipped key with no buttons. The dealer cut the key for $25
I programmed mine using the post on TLC Faq

I've had a bunch of customers just go the cheap route on Amazon or Ebay and then buy a YotaMD shell to replace the terrible plastic from the ebay/amazon molded copies. Surprisingly, the electronics seem to work well, even on the real cheap ones.

You can get a chipped key (with no FOB) from eBay or dealer, and a 3-buttons (lock, unlock and panic) Toyota remote 1551A-12BBX. You can program them yourself. I went this route because I don't like the easy to break original key/FOB shell.
