See above regarding the most populated, ocean-adjacent cities not having rust issues. Also, the eastern half of Oregon and Washington are arid.

Completely agree. I live a half mile from the Pacific Ocean. Any exposed metal rusts quickly. Another 5 miles inland the rust slows down a lot.
