Not to question this as I think its a worthy cause, but...
What is the rationale behind item 6 on the affidavit?
Its almost a threat, and seems that it could potentially back fire to where it could prompt them to close all the trails down under the same principal.

Regarding Item 6. If hiking trails are over-used, they open additional trails to spread the impact. When a 4x4 trail is over-used, they close it down. Item 6 seems to drive home the point that if this trail is closed, that there will be increased impact on other trails in the area.

i wouldn't think to compare 4x4 trails and hiking trails. with 4x4 trails there's other factor to consider. oil spill, gas leak, and such. hiking? trash? but that's just my $0.02
