Hello 40 lovers! I have Saginaw power steering on my 40 and works great while driving one finger steer actually. I am running 33 x 12.5 x 15's and when I am turning at very slow speed the power steering chirps as if over steered but not. I can be driving into my garage and while making a slight turn there it goes chirpping as if straining. Is this due to low engine RPM and tire size? As I said it is not being turned all the way left or right.

I had the exact same problem with my Saginaw conversion. I checked alignment, belt tension, and pulley slip as a possibility. None of those fixed the problem. I also had my ps cooler located near the top of my radiator, so I suspected a suction pressure issue. I relocated my cooler closer to the centerline of my pump and also installed a serpentine conversion kit by GM Performance and the problem is gone. I'm running 32x11.50 tires. I'm really happy with the results and the kit came with everything needed including alternator, ps pump, brackets, belt, and 105A alternator. it doesn't even squeel when I lock the wheel.

I have a Saginaw pump on my 2F that power the FJ60 steering box and I get a squeal as well, similar to what you describe. I attribute it to the fact that my Saginaw pump has a narrow pulley and I'm running a narrow belt on it that probably isn't mating well to my wide engine pulleys. I've heard that some Volvos (240?) have a wide-belt Saginaw pulley, so I'm hoping to be able to check that out sometime and see if it's true. Hopefully it will help.
