RTH: HEATER VALVE OPEN/CLOSED ORIENTATION (1 Viewer)

Here's a picture of a new and old heater control valve. Something seems off. If you notice both valves are in the "closed" position (no heat) yet obviously the cable that pull open and closed the valve will be in a different setting if I connect it to the new valve. WTH?

Am I doing something wrong? Does it matter if it's off or do I need to do something different?
