Was this the oem rim on the 2013 200 series in the US?

I should mention the original color was the natural alloy. They have been pc’d black.

They're 17s which the 200 never came with in the US. They are, however, a wheel available in AUS market (and others) for the GXL 200 series.

Since you're in Mexico, they were probably an option?

In other words, yes OEM 200 wheels, just not USDM 200 wheels.
