Is rust a problem in Utah, is it due to the Great Salt lake or? IDK

Not that bad at all. Strip to frame, mediablast and powdercoat the frame. Reinstall body, prep and paint. Install drivetrain. $$$$

#2 would be to mediablast, paint with 3 x 2k Epoxy primer and 2 x Polyurethane topcoat. That's what I did and no regrets, except the labor. I was swapping motors at the time, but otherwise you can leave your drivetrain in place and spot blast. Body can also be left on. Good for another 25 years if you hit the frame interior. $$$

Anyone who recommends POR-15 - walk away, unless it's for a year or two.

I know it’s not on the verge of falling apart, but it annoys me and if it’s not cost prohibitive to make it perfect, I’d consider a nice resto.

It really does not look that bad. I ran much worse on my older range rover. Like someone said, wire wheel and brush with lots of elbow grease. There are tons of good product (I used and liked POR 15).

Start with a good wash to get the grime off , start to brush and wire wheel off what you can. clean and apply first coat of rust protection, (hopefully one where you apply a top coat) repeat process until you have treated all of rust spots, apply a few coats of a good undercarriage protector.

For surface rust on body a good body shop should be able to help you out.

Always clean truck after off roading especially if you went mudding. A coat of wax on the paint once in a while is not a bad idea. Get some anti rust.

Just my 2cents

I ran POR 15 on Range rover floor boards without any issues, The prep is the secret. But hey to each his own.

Did you epoxy primer and polyurethane the frame as well and the body?

Yes, both frame and body using Endura (locally made). Imron, Nason ,etc all make quality paints. Ask anyone who paints helicopters or airplanes what they use and that's the s*** that doesn't pin stripe in the bush.
