No emmision ban on these like in Belgium and the Netherlands ?
Toyota imported them to Europe up to 2001 but couldn't (wouldn't ?) adapt them to pass euro3 further on.
After that some grey imports companies took over and adapted the 1HZ to pass emission (generally with crap stuff removed right after it's sold). They succeeded to do that up to 2016 but for euro6 no one succeeded to hack the 1HZ enough. So since then they import GRJ7*. Today it costs around 70k€+options for a GRJ7* registered as a utility vehicle (max 4 seaters for a 76 or a 79dc if you don't want to pay 30k€ of ecotax in France).

As for the impoundment trucks they always loved the LandCruiser pickup, they were already using BJ45 back in the day. In 2001 the builders of those vehicles tried to switch to Defender 110 pickup and you can still see a few around but seems the impound companies did not like it much and preferred to pay the extra for an imported HZJ79.
In an interview the owner of one of these companies said they loved these trucks because they last them 1 million km, they can go in underground parkings and they can make them drove by any random guy with a driver licence (and minimum wage, while the other class of impoundment trucks needs a professional truck driver licence and often crane operator).
