I found this fan unplugged...
Shouldn't it be plugged in, or is thereally a reason it shouldn't be?

Looks like the A/C condenser fan. I'm thinking it should be plugged in.

Should be plugged in. Not a big deal as some model don't even have the condenser fan.
 
Thanks everyone. How should it operate, I assume only turn on when the thermostat reaches a specific temperature?
 
When the air conditioning is on. It may not come on right away but when the condenser (head of the a/c system) gets hot or pressure is high due to heat, like sitting in traffic with the a/c on.
 
check it for proper function first .. chances are it's toasted ( in short ) and PO leave it unplugged .?
