is it filling from the backside where the bulb plugs in, the front seal, or is it cracked?

Don't know where the water is coming into the fog light but it is my second set and both with the same problem.
I was wondering perhaps there is a brand that is really sealed. thanks for your comment.

We're talking about the factory fog lamps in the plastic bumper, right? I recall seeing a couple people on here replace them with small LED pods, those could work. Think they just fabbed up some simple brackets.
Do the bulbs have the rubber o-rings present?
