I've searched the forum for similar issues and didn't find an answer

Previous owner did sheet metal work over the rear quarters instead of the diamond plating.

Besides the protruding bolts (both quarter panels), no surface rust, bubbling paint or structural issues.

That said, would you leave the protruding bolts alone or repair / replace the quarter panels?

I would leave alone unless you don't want to drive it and need a project. I was going to make some patch panels and weld them into my 40, which turned into new quarter panels which means not driving it for a few months at the least. I would say leave it alone if you like to drive it:)

I would leave it. If you know how to weld it doesn't look to tough but you would mess up the paint to.
Almost summer time so time to drive it.

Take a close look on the inside of that quarter - if there is rusted metal in there chances are moisture is getting through it and being trapped between the two panels , which is the worst case for fast rust and corrosion . I'd bet those rivets are aluminum as well , most don't want to buy a heavy enough gun to pull full steel rivets and that can start galvanic corrosion in the panels . Look into the center cross member on the tub at the front of that panel on the inside - that part is the hardest to repair on these tubs .
