I want to switch to synthetic winch rope or line but not sure what strength rating to be looking for.
Seems like it all comes down to the shear pin's rating which I can't quantify.
I drilled out the original shear pin holes and put in a slightly larger mild steel SAE diameter rod (not a hardened bolt).

Please let me know what diameter rope you have or what you think about this.
 
In the Search and Rescue world, all our rescue systems are built with a 10:1 safety factor, but that would be overkill for something like this (and is likely not possible with the industry standard products currently available.)

Take your average cable strength of around 15,000lbs and you can see that they are basically setup close to 2:1 safety ratio for your average winch. Try to find a synthetic rope that is minimum that strength - I think the 20,000lb are fairly common and available, so you should be good with that - assuming you have an average winch and not some crazy 20,000lb winch.

Likely in the 8-9k lb range, so if you assume a max working load of 10k lbs then you should be in good shape in sizing for cable selection. Application of a safety factor of 2 provides latitude. Additionally, the cited strength of the cable will probably be the working load capacity with the load resulting in failure being higher yet.
