Mexico never signed the treaty banning its manufacture. They're still pumping it out.
Of course, you can't bring it into the country. In cans, that is. You could probably go to
Mexico and have your system charged for about $5/lb and then drive back.

"Nothing other than I love driving to Mexico from time to time."
