My rig does this but its a 3fe. I suspect my issue has to do with the really bad smog delete the PO did literally ripped everything out. Seriously annoying to really only have full throttle unless over 2k, not the best time to have poor mpg's
I ripped out 98% of the smog stuff on my 3fe and its running better than ever. Wonder where the PO went wrong on yours.

Its hard to say because I dont have a reference for what it should be ya know. For instance one thing the fuel pressure regulator was looped to nothing, idk if it should be plugged, run to the intake pre or post TB or try and find the solenoid that it is supposed to be run to(already purchased one online but it appears to be for a 1fz and not 3fe). I found on the thermostat housing a sensor with no plug on it also, which from a previous video sounds like it has something to do with the ecu reading temp for fueling.

Pretty sure that is the thermal vacuum valve for the egr on the tstat, mine is also bypassed. The fuel pressure reg needs to reference intake vacuum, so it would be post TB. I'm not running a solenoid between my fuel pressure reg and intake manifold. I will try to get some pictures latter. I might not have done it correctly but it does run a lot better than it did.
 
Cool read, I'm chasing similar-ish issues on my recently rebuilt 93. It has power, but stumbles off idle and shift points seem off. It also will not maintain a speed at part throttle, I can either accelerate or coast / lose speed. I also have an 1800 or so RPM idle. I suspected TPS despite it being new, and the resistance checks were off. Replaced with yet another new Toyota TPS but no real change. Tweaked throttle cable and transmission cable, and maybe slight improvement, but nothing major. It does seem to get a little better each time I drive it though. I have a new IAC on the way, because why not. We'll see what I can find this weekend.

What you describe sounds more like the idle speed control than the TPS. It will be interesting to see how it runs. If you have done the FSM checks, vac and fuel pressure are good, and the IAC including the rubber plunger matches the OEM, you might try a long highway drive to see if it cures itself.

Is that a good spot to run the hose?
