original knuckle shim too high preload

have 84 fj60 and am rebuilding knuckles. I changed the knuckle bearings, put back shims in original location with lots of grease, torqued arm on top and stud on bottom to 71lbs, left off seals. fish scale says 19.5 lbs. I checked scale with weight set and it is right on. thinking guy before me screwed up and put wrong ones in or reversed them. I have skinney one on top and fat one on bottom. do i have to go get an sst tool?
 
I had no SST

When I rebuilt, I had no SST and all pro hysteer arms up top, I was also putting in first gen heat treated long fields, new bearings and races and seals. So I (we) tried different shim packs (that were equal thickness top and bottom) until we got to 10 pounds resistance. Are you sure all your races are completely seated? Anyone else out there have any advise on what I ended up doing? I had Marlin inner seals so I think I had a bit more room for error but they should be pretty close to centered.

I had a somewhat similar problem - when I pulled off my steering arms I had no shims on one side. Needless to say the bearings were done. I bought the SST. Not cheap but the advantage of this is that the proceedure using the SST calculates the correct amount of shims for the top and the bottom.
 
all races seated I just added a big one to top to match other side now it says 4lbs, its easy to get out steering arm with a brass drift sticking up thru bottoom bearing and restin on a bottle jack i have marfield seals too. im going to try smaller shim on top and go for it
