Not getting enough fuel to a 3l

My 2004 Hilux with a 3l engine has a top speed of 52 mph and a max rpm of 2250, occasionally 2300. I've never seen any hint of black smoke. I'm fairly certain I'm not getting enough fuel. When I got it, the truck had a filthy fuel tank with 1" of sludge in it. It came with an alternate tank, so I've swapped those out. In case it was an obstruction in the lines, I ran a temp bypass with a new line from the pickup to the filter (filter has been changed 3-4 times in 6 months). That didn't help, so to eliminate the pickup, I put a small container of diesel in the engine compartment and ran a line straight to the filter. That also didn't help. The line from the filter to the injection pump has been swapped to a clear line to watch for air, so it's fine. So it's not a line blockage issue. I adjusted the max speed linkage, but that didn't help. I screwed the fuel adjustment screw in and that increased my fuel per stroke since the idle is probably around 1200 now; but it had no effect on increasing the max rpm. I bled each injector after messing with the fuel adjustment just to be safe. It's had cleaner additives since day 1. I'm stumped. Any ideas?

Long shot here,

Have you tried to rev it with engine running from under the hood while verifying linkage is moving freely?

Once "fixed" a lazy 70 series by adjusting the in cab throttle stop under the pedal.

Wondering if you've got some sort of physical interference?

Maybe a wonky cable adjustment or something out of place?
 
I did something similar: I jammed a rod from the seat to the pedal to fully depress it, and I have the limit set screw so loose it has a gap with the pedal at it's maximum downward position.
