No master key, can a dealer make one?

I'm getting mixed answers in my internet search on this. I have a valet key, no master key. Apparently that's a problem if I want more keys, which I do. Can a dealer make new master keys if I don't have a master key? Or do I have to replace an ECM or ECU or some other expensive part to get more keys?

This is an '03 4R.

$225 later, I have two new master keys. They charged $90 for programming because they didn't remember how to do it without a master, so I just paid for their staff training, yippee.
