Solenoid contacts and plunger are available if that's your issue. Inexpensive and easy to rebuild. Many threads on this if you search "starter contacts" or similar.
28226-72010 motor terminal
28226-72080 battery terminal
28235-35080 plunger

I got a nice, shiny one from the parts store. As soon as I got it home, I took it apart and replaced the plunger and contacts with OEM. I went with a parts store option because of the lifetime warranty. DON'T believe them if they tell you that the remanufactured starter uses all new internals! The "new" reman I got from the parts store had obviously used/worn components. I was happy that I had the OEM components on hand to put it back together.

I just replaced mine with an OEM reman from Toyota dealership. $175 plus $60 core charge. Get a tite-reach extension from Amazon. Will make it much easier to remove top 17mm

Already mentioned above, replacing the contacts and plunger from what you have is the least expensive choice and might get you years more service.

However, IMHO/IME, if it's the original starter it's pushing 35 years old which means the grease inside is all but dried up including in the gear/pinion shaft section and the bearings, and the brushes may be worn down. Point is, a complete rebuild may be needed at some point which is doable, just need to hunt
down the parts, take it all apart, replace contacts, plunger (bearings and brushes if needed), grease the gears, replace O-rings, put it all back together, ----

FWIW Toyota remanufactured starters still seem to be available (28100-60070-84) but you'll have to turn in your original
starter to avoid a core charge.

Excellent question — because you're right: OEM Denso starters for a 1991 FJ80 (1FZ or 3F-E depending on your market) are either discontinued or outrageously expensive if NOS pops up.

And you're smart to pause before just tossing the spare AC Delco in — there are better choices if you're thinking long-term reliability.

#1 Choice:
Buy a Genuine New Denso if you can find one.
(Denso part #: 280-0162 for 3F-E, or crossref 280-0161 for 1FZ variants.)

#2 Choice:
Use your AC Delco spare, but — open the box, verify that it's not a cheap remanufactured one with bad solenoids (common). Cheap starters have solenoids that fry after 20k–40k miles. Good solenoids last 100k+.

#3 Choice (if needed):
Buy a Bosch new starter (part #SR2355X) — Bosch quality is still solid for FJ80s.

Happy trails.

"OEM Denso starters for a 1991 FJ80 (1FZ or 3F-E depending on your market) are either discontinued---"

If you missed it above Toyota Remanufactured starters are still available (as of 29 April 2025 in the USA) from Toyota for both the 3FE and the 1FZFE (OP has a 91 FJ80 so it's a 3FE)

Been discussed by the parts gurus for years, XXXXX-XXXXX-84 after a new part number is the Toyota code for a Remanufactured starter, alternator, caliper, transmission, -----

Here's another source FWIW (any Toyota dealer in the US can order the Reman'd starter):

As stated, if you decide to go with a reman unit from Toyota for the 3FE (28100-60070-84) purchase the contacts and plunger I listed above as well.
I received 2 reman starters from Toyota in red boxes and both had used contacts and plungers that needed replacement.

$86 is hard to beat for a reman unit, but add a few extra for the replacement parts.

What everyone is missing is the fact that the OP is in Japan.

They do not have a remanufacturing program there through Toyota.

As such, the OP will not be able to source the -84 locally.

Luckily, 28100-60070 has been reintroduced through the GR Heritage parts program in Japan. So, if stock is available, the OP should be able to get through their local Toyota parts department.
