Need Opinions Please on Frame Rust

My frame is in identical condition and I am going to do the same, pull the channel and weld in some type of re-enforcing, then Paint with Rustoleum.

I read on here that the spring hangars can be welded in place so you can pull all the rivets out and yank the inner frame channels
 
I had exactly this same scenario on my frame. The rest was solid (went along with a ball peen hammer and screw driver to be sure), just those dang c-channels. I had a local frame shop knock the old ones out and put new ones in. They replace the rivets with grade 8 bolts and also added stitch welds. The replacement inserts were custom and made thicker than stock in case there was pitting under the old inserts. They saw no long term problems with such a repair. Now this wasn't your average collision frame shop - while my truck was in there they were reinforcing the frame and adding rail road wheels to a Ford 1-ton and were also c-notching a frame for a low rider - but I wouldn't think that it would be too hard to find a shop to do this work if you don't want to do it yourself.
 
I am dealing with the same issues. My 2 cents. Clean off surface rust with a sander grinder, wire wheel. Use Ospopho which kills the rust(get from true value or ace), the spray with rustolumn heavy rust primer, black paint and then rubberized undercoat. You want have rust issues after this.
