Uh, you have the actuator backwards 180 degrees. The spring should force the shoes away from the drum.
 
Actually my parking brake enters the housing from the right for some reason so the orientation should be correct.....
 
I have no idea why my brake cable enters from the right. I picked up this 4 speed tranny used so don't know the history. Anyone have any insight?????
 
I said that wrong. The spring goes between the lever and housing
 
So that when you release the p - brake handle the cable (and lever) can release.
 
That is the correct arrangement.
 
And.....im thinking this was an FJ55 4 speed.....with the orientation of that cable
......any other thoughts?
 
FWIW, the small c-clip is meant to hold the cable housing to the backing plate, on the inside. Not at the end of the cable.
