I sent an email to the sales guy this morning after stewing on the truck. Below are the meat and potatoes of the email. Feedback appreciated? Updates as required.

All that said, during my visit I stated I would be willing to drive down this Wednesday to inspect the car, but I have reservations. To be pragmatic, my continued interest in the vehicle would be dependent on significant labor-investment from the dealership's maintenance department and additional contractual warrantees. For me, dirt and smells are easy fixes. However, I require that any vehicle I put my family in be safe and reliable. From the dealership's position, I would be surprised if meeting my requests would be economical from a business perspective, but I would be remiss if I didn’t state my perspective plainly.
To be specific, I would request that a complete tear-down and inspection be completed of the: interior, HVAC system, engine wiring harness, KDSS wiring harness, interior wiring harness and dash board harness. Knowing the general architecture of the 200-Series my guess is this would be about 30+ hours' worth of labor and the cost of parts for repairs (if needed). After reviewing the CarFax, and the Toyota Service Information site there doesn’t seem to be evidence on an on-going infestation (i.e. multiple electrical issues/repairs). Ideally, this is new issue which can be effectively mitigated with the proper initial response. Considering the maintenance inspection/repair should remove the source of the odor I don’t think anything beyond the status quo would be required of the detailing shop. I would also request that the sales contract have provisions that all electrical components and associated wiring be fully covered for at least 1 year from purchase. Lastly, I would not be willing to purchase the vehicle above $25,000.00 plus additional fees for tax/tag/title etc.
 
My bet is that they'll vacuum out the rat crap, spray some smell good, and keep it listed and hope the next guy doesn't figure out that it was infested... and sell it at $30k or so. I honestly think you'd be lucky it this fell through.
 
I don't disagree. To be honest, my wife has grown an affinity to the new IS300. At this point it's more or less an ethical test of the dealership. I only really see three options. 1) they say they aren't willing to sell the truck to me or anyone and are removing the vehicle from the property due to the risk of their inventory. 2) they take my offer, follow through with the provisions of the sale and solve all problems, likely at their finically loss. 3) decline my offer, shampoo the s*** out of it and sell it at auction or some unsuspecting person. 2 of these options gets them the sale of an IS300 awd in a year or so and a glowing review on google. 1 of these gets them blasted on every review site I can access in addition every means of social media.

Agreed. I'm not going to waste my time explaining proper car care to a salesmen. It's easier to walk away, especially when a clean 2011 LX with 80k miles is nearby for $38k.
