mystery carb shaft

pics below show a shaft coming out of carburator, 1983 fj60. Looks like it has a linkage attachment on the left end (not visible in the pictures), but I can't see anything dangling that might have been attached to it. Can't get it to rotate or slide in with just my fingers. Can anyone shed some light on this for me?

That's where the idle up diaphram for the AC is supposed to be.

well that's a good start. can you tell me anything else - should it be able to rotate? could it be responsible for extra gas consumption?
I just got this rig and am new to the fj world. It seems to get very poor gas mileage (though it's hard to tell because the odometer doesn't work!)

Pri. throttle shaft

That is the primary throttle shaft. It rotates when the gas pedal is pressed.

As long as the vacuum lines to the A/C unit are plugged you should not be losing fuel mileage.

Yes, stock configuration on 1981-newer carbs.
