Is this much space normal
Hard to see much in picture. But some space is normal. The bolt is clamping in a center metal bushing' housed in rubber (the shocks bushing). But as @abuck99 said: zero play once bolt torqued (72ft-lbf) in. Bolt holds bushing of shock, from moving in or out. The rubber of bushing is likely shot. This would account for your up down and side to side play. As @suprarx7nut mentioned bolt is a one time use bolt. If in good condition and must reuse. Use a medium thread lock sealant.

With OEM shocks, you can just press in new bushing. But with aftermarket shock, fitment of new bushing may be an issue. If replacing shock, unless they're new. Best to replace both rears.

So when I looked up the new bolt it gave me this part which is a bolt and a washer

Attached is a picture of what comes with the foam cell shock. The circles washer is what’s on my vehicle now.

Your bolt and my existing bolt are the same. I’m quite surprised the lower bushings don’t leverage a metal through sleeve like factory bushings or even other aftermarket alternatives. Just a bolt….going through two rubber bushings:-/

All that said I’m convinced the bushings are shot

That is surprising. I've dealt with a lot of aftermarket performance shocks and can't say I recall ever seeing a shock bolt right against it's mounting bushing.

Right so I guess the mechanism of the two bushings being oversized is that once they’re tightened correctly they fill that volume of the lower shock hole and there it is.

Wild ( bad) that‘s the shock bushing design when the foam cell pro used a traditional bushing. Image below

Lower rear shock Bolt (OEM old P/N)

I can't say much about non OEM shock bushing. Perhaps they're poly. Which then may not use steel center, since poly so hard & strong. If your nut tight and they failed. Could be poor design?? or bad install.

Not terribly sure, I’ll confirm when It gets fixed. Update is they’re sending me a new bushing set. I’ve ordered a new set of lower bolt/washer. I really wanted to move to a shock with a bushing assembly that has the steel center but was don’t really need to spend 480$ on new rear foam cel pros.

Anyone have a solid recommendation? Maybe the Ironman gas shock?
