Local Builders for Steel Rear Bumper with Tire Swingout

I remember reading that there is a local guy building rear bumpers with swingouts. I cant for the life of me find his name or company name. Can anyone please drop some local guys who build rear bumpers for 80s?

Getting sick of carrying the 35 in the rear with all the camp gear
