Lj78 insulator on the floor

Is this the original glow plug insulator? And does anyone if there's suppost to be one on the bottom of the intake manifold where those two wires go? Dropped off the side of the block and onto the floor when I was shifting the harness.

Thanks mate, had a feeling. Do the two wires just sit between that and the top insulator ?
 
It's from the glow resistor on the bottom of the intake manifold. It drops the voltage to the glow plugs to 6V for the afterglow. The resistor gets really hot which is why it's in the intake manifold. The air flow cools it down. Make sure you get the wiring right; if you short the glow circuit to the intake manifold by mistake you'll let the magic smoke out of the wires/fuses.

Pretty sure the resistor is bad. When it's in the system I can't get but 1.9V to the buss bar. If I take it out and join the 2 terminals, I have power at the buss bar.
