So I’ve got all of the bolts out and I’ve ground off/cut all of the welds that held the fender liner to the fender wheel well lip. There was one spot weld on the front tip of the outer fender where it meets inner upper fender, which I cut. Seems like it should lift right off except for the body shutz where it sits down on the inner upper fender. I’m working under the assumption the outer fender can be removed leaving the fender liner and inner upper fender in place. Can anyone verify if this is correct? Thanks!
 
got the fender off. The outer fender comes off with the inner fender as they are tightly joined with glue and at least one spot weld. Both rows of bolts in the fender liner have to be removed. The liner stays in place. In order to remove the liner, it looks like the whole front clip has to come off with the headlights and radiator support so that the liner can be lifted over the front body/frame horn/mount.
