I have one soaking now, the beauty for me is how little penetrating oil is needed. I was able to fill the tube with PB blaster from a spray can, every few hours I top it off as more seeps into the cable. If it frees this choke cable up I will be impressed.

Well just went out and tried mine, and the wire came out of the sheath without much problem. Not sure if I can fix or fab it to work due to damage from all the pulling prior to using this soak method. Time to dig out some of my cables that have not been touched and start soaking them. I would say this method is a winner in that the cable can really soak without using much penetrating oil at all. I took the tube and cut it an inch longer then the table, plugged the end and then slid the cable in and filled. Kept topping it off as the oil soaked into the sheath. This good for penetrating oil and a frozen cable, my cables have not moved in over 10 years.

A nine year old post I never saw and glad it re-appeared. Great idea!
 
Didn't read every post so not sure anyone mentioned possibly using shrink tubing to seal up old choke and throttle cables? Once freed up and lubed would reduce dirt and moisture from getting into the cable except for the opening at the carburetor.
