Wheels off ground. Have tested the tie rods as best I can and all feel tight. However, the piston that the inners attach to can be moved in and out some by turning the wheel by hand.



 
If you believe the inner and outers are good, inspect the rack bushings. I’ve recently had the same issue and the rack bushings were shot.
 
Almost certainly the rack bushings. I had the same problem with mine and put in a reman rack. Big improvement in steering/handling.

Other than the bushings, my rack seemed to be working fine, but there were quite a few metal shavings in the fluid that came out of the old one.
 
I wanted to do the rack bushings but you need to remove the rack to do them
