My '05 LX470 dome lights turn on without any fuses installed in the kick panel. The 30 AMP "bat" fuse is installed. I dont know why they have power

Other issue: Two led footwell lights are on and never turn off, even when the truck is closed up. Are these OEM or aftermarket?
 
any possibility that a door switch is stuck in the "ON" position, as it should with a door open??

Which door led lights are on? Front or rear? It sounds like a door switch to me.

I had an issue with my door ajar light being on in the dash and when I opened my driver door, it would chime as if I had my headlights on or key in ignition. I replaced the battery which was bad according to Autozone. That didn’t fix it. This happened after a week of heavy rain too so at first I thought maybe something got wet on inside.

Finally, I removed each door switch including back hatch one by one and taped it so it wouldn’t fall into the door frame. I also lubed the door latch mechanism and open/closed each door several times. Door ajar light went off and haven’t had a problem since. I have reconnected all switches back, and all works well.

If there aren't any fuses installed, that sounds irregular. Has the windshield been replaced and perhaps it's getting wet inside? If not, I'd check the door plungers, they go bad after a while and can cause lights to stay on, door locks to malfunction, etc.

The rear seat dome light and cargo dome light are the ones that turn on when the switch is turned on when no fuses are in.

There also yellow/amber led lights installed in the driver and passenger footwell. I dont think they are oem
 
I bet one of your rear door or back hatch switches (little rubber plunger held in by 10mm bolt) is dysfunctional and not letting the circuit close. Try disconnecting the rear door switches and back hatch one by one and see if the lights turn off. The rear hatch wire is behind the handle used to open the hatch from the inside. You'll have to take it apart.
Maybe the aftermarket footwell lights are wired to the same circuit as the rear dome.
Is the rear dome/cargo light on all the time no matter what?
I've also seen people lubricate the actual door latch and shut and open the doors repeatedly until the light goes off. I used WD-40 but better to use a lithium-based grease if you have it.

Try these things to see if they help.

Thanks! The rear dome lights only turn on when you put the switch in the "on" position by hand. They are off if you dont do that.
