Can torquing the wheel down deform the drum enough to make it bind up? Seems very unlikely but that's what it sounds like is happening..

I don’t even have to torque it really, just snug it up.

Why can't you adjust the brakes with the wheels on?

That’s what I’d like to know. Each time I tighten the wheels, something causes the rear cylinder to bind up somehow and I can’t adjust it.

Try snugging up the lugs directly on the drum, without the wheel. That sounds like some of the workings inside the brake drum are binding up. Go slow with tightening and see if you can figure out if something is off.

Something isn't right - maybe there is crap where the wheel cylinder mounts and its not setting flat. What new parts did you install - compare them to the ones you took off
