Any idea how to fix this type of bubbling?

LOOKS LIKE SOMETHING FELL ON THAT PANEL, SOMETHING LIKE A SOLVENT.

Heat gun and then a tube object that matches the contour might make it look better (or worse). It appears to have delaminated from the backing board. A vinyl repair shop can do wonders but will probably cost more than you want to spend.

I tried that a bit, heat gun kinda made it worse tbh but maybe didn’t have right/even pressure

I'd try a needle and syringe with super glue in it, poke it in a couple places to get some glue on the backside, and then as suggested, use a pipe to press it into shape.
