How many digits in a key code? (1989 FJ62)

OK, lets get the obligatory "I'm an idiot" out of the way, because I managed to loose all of my keys to my 89 Cruiser.

I pulled the lock cylinder out of the door and took it to the dealer to see if they could make me a key from the code stamped there. They tell me that the code must be 4 digits long and I only have 3. Anybody know what's up with that? I pulled both cylinders from each of the front doors and they are marked the same:

On the cylinder itself there is an 89 followed by a 1 that I think is just over printing from the stamp, so that seems to be the year.

On the arm that goes to the lock assembly there is a 3-digit number. Both doors show the same number.

Is it possible that the dealer is mistaken and they only need 3 digits to make me a key?

PS: I already tried to give them the VIN, they say it wouldn’t work in the computer. Too old or something like that.
 
I'm exploring those options right now. I'm currently in a small town with only one locksmith and I'm having trouble locating him. There is however, a Toyota dealer here and that is why I'm asking about the key code.

I've seen mention of a bulletin for the 89 that has to do with cutting keys, anyone know what it says?

So, with no help from my lock cylinders, I turned to less obvious methods: the manual. And, wouldn't you know, the original dealer that sold my rig back in 89 (Burt Toyota), filled out the back cover of the Owner's book and wrote down the Key Code. (It is one letter followed by 4 digits.)

Armed with this info I went back to my small town dealer and was told that they could cut the key, but didn't have any in stock. "Go over the hardware store and get a blank and bring it back."

The hardware store sold me a blank for $.99 and I went back to the dealer. Then, while I waited the sweet woman behind the parts counter looked up my code and cut the key for no charge. And to top it all off when I got home, it worked!

Guess those dealers are doing it right after all.
