Seems overkill to not weld in an L shaped piece in there temporarily.....
How do I fix this properly?

weld it in sand down the welds to the finish you require that's a permanent repair, and a good one

Replacing is the best way. Otherwise I would agree to spot-sand blast top and underneath,weld(might have to chase them abit), grind down, phospheric acid bath, then POR-15 top and beneath.
