Horn only works sometimes (1 Viewer)

My horn only works occasionally. PO swapped in a t4r steering wheel. Panic button works on my key fob to sound the horn. Horn will occasionally work when pressed in different areas or if I turn the wheel. Steering wheel controls for the radio worked with the original non nav radio but don’t currently work with my Android (I think this is my fault).
Any thoughts on where to begin? Clock spring? I assumed if my radio controls worked this is ok? Maybe just s bad connection after the wheel swap? It of course is the original Lexus center section.

Clock spring would be my first guess. They are very particular on installation for the amount of turns at the neutral position.

Bought new oem clock spring. Pulled horn pad off to change it. Horn ground was not connected. Tighten up the blade and snapped it in. Bam horn works! $230 clock spring will be returned.
