High Beams Always ON with Low Beams, DLR Relay? (1 Viewer)

Hey guys, My 99 LX has a lighting issue. The HI beams come on as soon as I turn on my LO beams. The DRL's work OK, the parking lights are OK and the "Flash" when pulling the lighting stalk back also works when I don't have the LO beams ON. As soon as I turn on the LO beams, the HI beams come ON and I can't turn them OFF. From what I've read, turning on the LO beams is supposed to send a signal to the DRL relay to cancel the DRL's. I'm not sure what is in the little blue box for the DRL relay on the wiring diagram. It doesn't show you the contacts and coils. Anyone else run across this issue? It seems to point to the DRL relay but could be some type of wiring issue as well. Also, is the DRL relay on the left behind the dash on a 99?
