Passenger High and Low Beam quit working

2000 Land Cruiser and I am scratching my head on this one. Passenger Hi and Lo beams quit working. Drivers side works as expected, both Hi and Lo. The bulbs are good, I tested with jumpers. The two LO fuses are good and the two Hi fuses are good. I swapped the Dim and the Head relays and have the same results. The driving lights work as expected. Any ideas to what I am missing? TIA

No power at the headlight end of the wiring. I'm reluctant to believe that both the HI & LO beams would have bad wiring at the same time. Just thinking there might be something else.

I thought I had fixed it, but it came back. I think it’s a lose connection in the fuse block. I need to do some more troubleshooting to confirm.
