Did a bunch of research and FJ80 didn't come with a shut off valve. Apparently they will keep running even when flipped over.No fuel Might also be a roll over valve. cuts fuel if a car rolls over. Not 100% if these trucks have them though.
Ill take a look at this. I talked to a few local guys who say they rolled there FJ80s and didn't have problems starting, just recommended to pull the plugs and crank it over so the oil gets spat out.They do have two fuel cut offs. First when the engine stops running the fuel pump will stop. Second there is a cut off value mounted to the top of the tank.

This makes sense. My problem is there is no power coming to fuel pump at all.Not saying this is the issue, but a bad fuel pump in an EFI system will still pump fuel in ambient conditions. It's when the pump is asked to provide the pressure required by the EFI system - and it is unable to provide that pressure - that the pump is deemed bad.
Put another way, a bad pump will still shoot fuel 10 feet across your driveway, even tho it cannot deliver the required pressure to the EFI system, wherein the pump must be replaced (or rebuilt if feasible).
