Just tighten the outer nut, with a wrench holding the eccentric in place so that it doesn't try to rotate at all. With the weight of the vehicle on it, its unlikely that cranking down on the lock nut will be able to move the eccentric at all. If you have one, put a paint mark on it once you've torqued the lock nut.
There are 2 nuts on end of each bolt…do I tighten the big inner nut as tight as I can get it, and then tighten the outer locking nut? Or, just tighten the smaller outer nut as tight as I can get it. I’m using a 3/8” ratchet wrench with a copper pipe as an extension bar, by the way, to tighten.
