Help my center diff lock is stuck and I can’t remove actuator on transfer cas

Been struggling with this. My switch is working on the dash but I’m locked at the center. I removed 4 12mm head bolts but nothing budges on top to remove anything 😢

I got mine popped off with and old crowfoot short bar and the right combination of lever points, kind of on the front side of it
 
How do you know the Center is still locked?
I jacked up all four. Put truck in neutral and spinning the left rear causes front to spin too. You can definitely feel it locked when driving and turning drivetrain makes lots of noise and wheels don’t want to rotate and they slip on pavement. Previous owner had been driving it just the way it is locked since 2017 when the stuck lock happened.
 
You could try taking that position indicator switch out, might give you better angle at the lip of that actuator
This helped and I got it out! Thanks so much. Do these electronics disconnect or must wires be cut? I want to see if I can test it to see if gear turns while still connected to the truck. Must engine be running to press the center lock button in dash to see this gear on the actuator try to spin?

You can put the key to accessories position and it will power the diff lock.
Get another person to push the button. It only has to move once, then you can bolt it back on

Shouldn’t have to cut anything, shouldn’t have to disconnect anything just push the center difflock button
