Heater broken, cable disconnected, strange noise when cable re-connected

Hello,

I have a LandCruiser 100 series HDJ100R Sahara, the heater isn't working :(

I have run through what troubleshooting steps I could, including:
- verifying coolant levels
- verifying both in/out hoses are not capped by previous owner
- verifying both in/out hoses run hot to touch through the firewall
- checking any fuse or relay that had anything to do with "a/c" or "heater" on it
- have not tried flushing the core yet, considering both in/out pipes are same temp I thought core wasn't blocked.

While trying to eyeball the heater core I noticed something strange. A disconnected cable!! Photo attached.
I thought this was it and the end of my heater dramas, but no... when re-connecting the cable it now makes this interesting noise on ignition start

This sound comes from the direction of wherever that black cable goes.
My best guess is it's some type of valve that directs the air over the heater core, and that valve/motor/something is stuck or fried and can no longer do its job.
I didn't get any hot air with this cable reconnected either.


Can someone please let me know what this cable is connected to?
And please let me know if disconnecting this cable would result in no hot air at all?
And if this is related to the heater... does the entire dash need to come out to fix this, or can the part be accessed behind the radio unit?


note: I have disconnected the cable again, and the noise goes away as expected.

Ok after watching more videos it seems this cable is the "blend door actuator".

It also looks like this thing is burried behind absolutely everything, requiring a full dash removal to reach.
