My 80 came with a non working harbor freight 10k winch. Try to use it and it sounds like a starter with a bad battery. I have never taken a harbor freight winch apart. Anything common to look for other than corrosion?
 
Mine sounds the same but works, it clicks like crazy and draws power even when not in use. I changed to solenoid and that didn't fix it, I think its a bad motor. See if you can find a cheap solenoid and replace it, if thats not it then its the motor.
 
Check the motor first. Disconnect the three wires on top of the motor. Hook one of the two inside (closest to the drum) posts to the single post at the outside end of the motor. Then connect the other inside post to the battery + post. The motor should run. Reverse the inside post connections and the motor should run in the opposite direction.

If the motor runs, it is probably a bad solenoid. They cost about $20 to replace and there are two of them in most Chinese winches.

Solenoids go out every now and then. I had one go out on my Warn 8274. If you know how to hot wire your winch as described abve, you can still use it even if the solenoid is out.
