Front License Plate mounting? (1 Viewer)

Hello all,

Really stupid question below please bear with me....

Just had my LX450 painted, and I cannot for the life of me recall how my front license plate was mounted. Do we need plastic tab inserts into the bumper then hit is with self tapping screws? Or do the screws just go in bare? Any help is appreciated!

Odd as it sounds, I've never seen a bumper with inserts in it. It looks like it should have them; they're on the EPC:

90189-06117, who knew?

Yes, square plastic blocks that screws screw into. My 96 had them. My state doesn't require a front plate.
