No it doesn't. I can't see why 2 of the 3 wires would be positive 12 when it's a switched ground configuration. And to make even less sense, I tested the supposed ground conductor to see if there was continuity to ground and there wasn't. Really bizarre.
Are you testing this with the connector plugged into your headlights? If so, this is your problem.

The filaments are all tied together. The headlight switch only grounds one filament at a time. One side of the activated filament will be at ~12v, the other at ground. The unactivated filament will have 12v on both sides.

I doubt anybody messed with the headlights, needless to say they are confusing. I think a good way to tell is checking the pin configuration on the three pin plug. What type of headlights are in the truck right now?

Im just guessing as I pulled out a monster of an ancient alarm system that bypassed the peer locks, had motion sensors and possibly also wired into the headlights so they would blink when activated.
It has stock H4/H1 headlights.

Nope, I tested with it unplugged. was surprised that 2 leads had positive 12 on them.
But maybe thats normal? I'll test again tomorrow at all stages and variations.
