FJ62 bad water leak in cabin - continued - wit's end

Got the fender off to reassess the cowl seam. Currently soaking the screws for the cowl drain in PB Blaster to take that off and reseal there. Since I was able to see a bead of water right about where it's at, I'm going to try that first.

Got dang...you get mad at that side panel?
We figured out that at some point in this FJ62’s life, it had suffered an impact there and been poorly repaired by a body shop. The wheel arch sheet metal is also not a great fit anymore likely from the same incident.

Ok, got the screws off after soaking them overnight in PB Blaster. How should I seal this area? Has anyone done a leak fix here?
 
The hood hinge drains into the cowl area, which drains out the drain spout thing. Interior leak can't be coming from there.

I gave you a pic of my truck with all those cowl area seams sealed. Plenty more in my build thread.
