Fender Liner rattle (1 Viewer)

In the drivers side rear wheel well there is a partial fender liner that is rattling. I stuffed some cardboard between the fender and the liner and now it doesn't rattle.

Anyone else have this? The clips seem ok, but they are really loose. They also have no visible way to remove them. I am afraid if I replace them, it won't help because the new ones will rattle as well (these look like they are in perfect shape.

Any thoughts?

I'd replace that piece of cardboard with something more weather proof.
Suggestion, after the election today, get one of those candidate lawn signs that are ALL over. They're made of corrugated polypropylene, trim it up to what you need and use that!
Polypropylene is chemical and weather resistant.
