I actually emailed him and he's wife, and guess what, she replied:

This is Troy's wife, ********. Troy is currently out if the country on business, and I'm sure he'll reply to you personally but there may be a slight delay due to the time difference. I just wanted to let you know that after several issues with the shipping company we FINALLY received the lights this evening. If you could give me a list of the particularly frustrated members I will be sure to process & ship their orders with priority. I am taking care of everything on Troy's behalf until he returns in a few days and will be happy to help. Thank you for your patience.
