Exhaust Flange Leak - Smog Check

I previously installed an exhaust on this myself and attempted to get it to seal as best as possible to pass smog, but can't get past the high Nox.

I believe the EGR is working properly, so that leads me to believe that the exhaust leak is causing the issue.

I believe that I have an exhaust leak from the downpipes to the cats where there is a exahust gasket (paper metal gasket).
1. It's loud
2. Doesn't pass soapy water test.

I previously tried to solve this by putting a new fel-pro gasket and then copper rtv on both sides. Torqued it down, and then let it sit overnight before starting it. My plan is to try this again before I bring it to the smog shop. Any tips on doing this a second time or any other options? My main goal is to past CA smog.

Fixed the exhaust leaks. Now I'm very close to passing according to the smog check guy. My Nox needs to be under 100 and it's around 150 according to him.
He said try cleaning the EGR valve. I cannot get the valve off of the flex pipe to clean the bottom part of the EGR, do I need to do that? I've just been spray carb cleaner into the intake of the EGR to hopefully do that.

Next is putting one of those pass emissions cleaner in a bottle and filling with high octane gas for a hail mary.
