Electric fan question/problem

I recently put a pre 84 350 in my 74 fj40 lc. I installed an electric fan with thermastat control too. When the motor is at operating temp, the fan works fine, but i noticed that when i turn the rig off, then turn the key back on (not starting the engine though) the fan is not coming on to cool the motor. The temp gauge is soaring but not overheating. Again, ther does not seem to be any issues when the rig is actually running. Please advise.

Ps: There is a black rubber cap on the temp unit pushed through the radiator, does this stay on? Or need to be removed? Also, the same temp unit is approximately 1/2" potruding from the front of the radiator (installed from the engine side) ??????

I use a three positon switch On low/off/on high. I had it connected to come on at 190 degrees before, but I like it on when the rig is running. Other wise the temp was going up to 200 then down to 180. Now it just stays at 180. I am using two relays, one is heavy duty for high speed. Good luck
