Does the Edic motor have any function besides allowing the engine to be started and stopped with the key instead of manually?

Cruiser in question is a 1980 BJ40 with stock B engine.

Nope, that's it. Some people replace it with a push pull cable when it craps out...
 
So simply put its just an electrical motor that pushes the metal lever in and out of the diesel pump to make the engine start or stop?

Nope, it does more.
It protects the engine from low oil pressure when coupled with the oil pressure switch down at the oil cooler area as well as performing start/stop duty. It gives a slight over injection to aid starting, reverts to normal injection for running and shuts down the engine either when the key is turned off OR when it senses ground at the oil pressure switch. Check out the "B" series engine manual.
