That's what I'm saying.... to myself. Resonates, something along the lines of "meh, this '72 is gonna be worth $60k.." then open up my wallet it throw it at the body shell. Bahaha.

Bahaha.
I looked at the pics, looks like they relocated the rear gate latch to the inside. I am about 3 hours from the seller, I thought about going to look at it. I sent him a message and he said he is negotiable on the price. What do you guys think would be a fair $$ starting point on this one? I am wanting to get one Bought before spring. Any help is Appreciated... Thanks

Check out that tailgate mod, it looks kind of like a PITA.
Original 2F engine? '75 was the last year before disc brakes, so if it is a late '75, it may have discs already. How is interior? You have to put all the pieces together when trying to figure out what a fair price is...

They made a lift gate for the upper tailgate? and deleted the license plate recess?
I am less enthusiastic about those mods...

Without seeing the undercarriage and extent of the body rot, it's impossible to determine valuation, in my opinion.
Add to that the door panel, fender, whatever is done to the tailgate, and it's immediate strikes against, knocking it well out of a $9,500 ball park, in my opinion.
As for what a reasonable offer, don't know that it's determinable without assessing the state of decay, but have seen a lot better examples sell for at or around that amount.
I'm of a kind that most all need full body off attention, unless it's been done and documented, not to mention mechanical woes of an undocumented rig.
